Scenario Manager: Block signals which are apart of any route should be set to red ingame
Block signals which are apart of any route should be set to red.
I'd change this PR to "default state for signals should be red", as even signals that are part of a route but would not be unlocked at this moment should be red.
Our issue here is the signals are not dynamic right now. That's why the issue is framed the way it is. Rewriting the the system to a block signal like it's done in factorio for example is a different topic though.
