Wrong .NET Framework Error

Whenever I enter SplatHeX.exe, the file itself tries to load, but then shows the following error:

'To run this application, you must install one of the following versions of the .NET Framwork: v4.0.30319 Contact your application publisher for instructions about obtaining the appropriate .NET Framework'

It has an 'OK' button on the bottom of the screen, but that makes it exit the application completely. Please help.

It might also just be my pc because whenever I download new framework, it always has an error.
