On the issue of flood control we spoke of automated bump locking of threads, where they cannot be bumped more than one time over a 6 hour time period by the same poster. Since you mentioned you'd like the user experience in that regard i have been focusing my efforts on finding some resources to help with that including other models/implementations. I have been a tad busy but i figured i would open an issue as suggested so that it does not fall of the radar.
