[core] Fix player H2H weapon rank formula

What does this pull request do?

This PR fixes the weapon rank formula for players H2H weapons as the formula is slightly different for H2H (see here). This is currently limited just for players are mobs potentially use H2H for dual wield and thus might need further research into the implications for them.

This is an ASB fix coming upstreaming.

Steps to test these changes

Check weapon rank with and without this change for players H2H and non-H2H weapons.
