Steps to reproduce

Progress to ToAU 30 Complete CS at Cutter Receive Periqia Assault area entry permit Progress to ToAU 31 Zone to Aht Urghan Whitegate Touch the Runic Portal and Select Dvucca Isle (Periqia) Note Runic Portal charges 200 IS to travel, even though player is in possession of Periqia Assault Permit

Expected behavior

Player should not be charged, but instead presented with explicit destination of Periqia Staging Area due to posession of the permit.
