🐛 Cannot Begin/Progress Steamed Rams

Steps to reproduce

A) Cannot begin quest:

1. Begin as a character with no WoTG allegiance.
2. Finish WoTG 1 Cavernous Maws
3. Begin WoTG 2 Back to the Beginning
4. Travel to The Eldeime Necropolis (S) and attempt to speak to Randecque
5. Find that he is unresponsive, begins no dialogue, and therefore cannot grant the Red Recommendation Letter. (Dead end)

B) Cannot progress quest:

1. Begin as a character with Bastok WoTG allegiance.
2. Speak to Mainchelite to progress Steamed Rams, but be blocked from progressing the quest by the Red Recommendation Letter dialogue that he gives
3. (Bonus, should not be required, but further illustrates inability to progress) Travel to Randecque and experience the same issue noted in A.5 above. (Dead end)

Expected behavior

A.5: Randecque is not unresponsive and gives out the Red Recommendation Letter B.2: Mainchelite no longer requires the Red Recommendation Letter to progress Steamed Rams due to the player already having joined their first WoTG nation. (Right?) (I confirm that Windy's https://www.bg-wiki.com/ffxi/Dhea_Prandoleh starts Snakes on the Plains without requiring a yellow recommendation letter)

Quest implementation needs to be updated to reflect other nations. Currently, it does not do this, and is on my list

Followup on this as well. Need to capture Steamed Rams with this scenario as well, as current implementation interacts with the recommendation letter. Would be good to know where it starts, and if the events are different
