Revisit tree ring amplitudes for LSSTCam simulations

For the initial OR3 simulations, there were a lot of concerns regarding the strength of the tree rings appearing in the first round of ComCamSim images, so we reduced tree ring strength by factor ~10 for the CCDs with the stronger tree rings. Since the tree rings for ComCamSim were simply copied from the data being used for raft R42 of LSSTCam, we should revisit the tree ring parameters for the full Camera.
