Windows DLL load failed while importing _mscl

I would like to use my Windows 10 laptop to interface with the 3DMGQ7, but whenever I try to run the prebuilt Windows MSCL, I get:

mscl.py, line 15 Error: ImportError: DLL load failed while importing _mscl: The specified module could not be found.

Do you have any more explicit instructions on installing MSCL on Windows? I'm sure it has something to do with my installation environment.
