Maximize button in SlicerT

Enhancement Summary

Now that we can stretch SlicerT and some LV2 instruments make the instrument window adapt to the size of the plugin, I think it would be very useful to have a maximize button on instruments, so that the window would stay fixed just like the editor windows. Maybe some instruments can't be maximized currently, but it would work for those that can be stretched.

Pull request #7514 enables the maximize button for resizable instruments but unfortunately for some reasons there are still some artifacts, i.e. the title bar still is shown in the background for a maximized instrument window:
