New TaskType (Smith) & Mining TaskType CoreProtect check bug

Actually, we cannot create a task for creating netherite items, so I create a new TaskType called smith (cause you need to craft it on a smithing table ^^) and I think people would like it, I need to create it to implement on my server.

P.S: My team didn't find any way to create a task to craft netherite items, thats why I code this, but I think this could be a stupid thing if there is any way and I've not found it yet :)

Also is added a minor bug while checking coreprotect hook, it only looks to the hook isn't null, and not if it is enabled in the config.
