Enable switching on and off of essential BCs on a particular boundary set

@kswartz92 wants to solve a series of problems on the same mesh with different essential boundary conditions (for concreteness, this is for homogenization). It would be helpful if one could use the same solver object for all cases, for which we would need to activate and deactivate essential BCs on boundary sets.
