Add shared library builds to CI

We should add a gitlab pipeline for testing the shared library builds used by @jandrej and @salazardetroya .

Theoretically after the Spack issues blocking https://github.com/LLNL/serac/issues/179 are resolved, Mac users will be using the "official" build process that uses static libraries - though in the interim we could definitely have a TPL build based on the script that's used to build serac's dependencies on OSX.
