lock files in /tmp

Just an idea, but maybe the lock files could be stored in /tmp? This way it's a few fewer inodes used in our file systems.

Just leaving a note here as a reminder -- I'm planning to start moving towards having a centralized environment defined directory where these things will live. The goal is to start abstracting away the locks and tmp files so that a backend database can be used eventually.
