Add HIP example, host-config, and tutorial

We need working versions of these that can be added to LC's CI.

Per John Gyllenhaal, there was a system update to corona on 5/12/2021 that requires these flags to properly link and get AMD GPU test to work:

-Wl,--disable-new-dtags -L/opt/rocm-4.1.0/hip/lib -L/opt/rocm-4.1.0/lib -L/opt/rocm-4.1.0/lib64 -Wl,-rpath,/opt/rocm-4.1.0/hip/lib:/opt/rocm-4.1.0/lib:/opt/rocm-4.1.0/lib64 -lamdhip64 -lhsakmt -lhsa-runtime64

Specifically, it needs to be what you pasted above for rocm 4.1.0. For rocm 4.0.0, you have to sub 4.0.0 for 4.0.1 in each place. All older versions of rocm have been removed on corona. Yesterday, the old directories were there but were empty. At least those are gone now....
