transfer api and/or application doesn't warn when file already exists

Describe the problem you're observing

If you use the transfer application (the application built to implement stage-in within the unifyfs application) to transfer a file in to a file within the unifyfs file system that already exists, it doesn't complain in any external way. It should throw an error or something.

Describe how to reproduce the problem

Run the stage-in command with a manifest file that has a destination within the unifyfs file space that already exists.

Include any warning or errors or releveant debugging data

Discovered on catalyst. I'll be checking to make sure it's the same on other systems.
