blt submodule points to an old commit and should follow BLT developments

For now SAMRAI subproject 'blt' is set to

this is quite old. Could SAMRAI repo be set to that its blt submodule follows blt newest versions?

We will update the BLT version in future releases. As of now, you can point to a different installation of BLT using -DBLT_SOURCE_DIR on your cmake line.
