Failed assertion: ideal_load_to_break > 0

We're sometimes seeing the code to crash with the following error :

P=0000002:Failed assertion: ideal_load_to_break > 0

So far the code just uses the TreeLoadBalancer and the BergerRigoutsos clustering. Simulations run for quite some time with 3 levels and all of a sudden crash with this error. Any idea where to look?
