Update splitpanes library from 1.14.2 to 2.3.6

This PR updates thesplitpanes library which is used by CallFlow as the layout manager. The newer version of the library enables several features like improved communication between linked views, dynamic management of pane heights. This change would be breaking the existing HTML codes for all the modes (CCT, SG, ESG).
