[BUG]: whkdrc hotkey daemon does not toggle `Alt + Shift` when setting `komorebic toggle-pause`

Describe the bug I have default keymappings in VSCode that bind to Alt+Shift. I want whkdrc hotkey daemon to toggle Alt and Alt + Shift on and off.

To Reproduce Steps to reproduce the behavior:

1. Go to '$HOME.config\whkdrc'

Expected behavior Both Alt and Alt+Shift are toggled on and off
