[WIP, Draft] Implement Recent Activity and News

Well here we are again

This is not complete yet and is

• Missing many parts
• Very messy

This highly experimental pull request introduces the long awaited Recent Activity (and potentially LBP1 News) to Project Lighthouse.

Known issues:

• Profiles given a heart by you are included on the list, LBP is not designed to handle that and thus shows a blank event.
• Getting a news object from the stream is a stub
• Individual level and user streams are stubs, global activity only
• Playlists not supported

Currently missing features:

• Website front-end
• Creating News posts using admin tools
• Filters
• Deletion of some event types (Used in debugging for now)
• Restricting visible slots to only compatible game versions

Will address #5 and #8 upon completion

This PR is temporarily paused for now, I'm currently drafting a better way of handling the stream system that doesn't terribly sacrifice performance, I'll see you all when I see you.
