Dataset Documentation update

While going through the process of getting a dataset added I noticed a few out of date processes with the huggingface-cli, as well as some minor changes to the pre-commit hook which needs --all-files tag. I have made the changes locally and can send a PR, is someone would like to assign it to me, assuming you don't want me just sending a PR.
