Persist moved cell after dragging. Closing and re-opening simulator.

I was wondering if it was possible to persist/save where the cell is dragged to after closing and reopening the simulator?

The issue of cells randomly jumping.

When dragging from the bottom upwards, the cell jumps. Is there a solution to this issue?
