Feat: do not support kusion deps anymore

What would you like to be added?

Do not support kusion deps anymore.

Why is this needed?

Cause the usage of kusion cli is not bound to monorepo, then there is no need of kusion deps.

Besides, kusion deps does not work correctly anymore.
