Feat: add command of kusion project create and kusion stack create

Please add command of kusion project create and kusion stack create for project and stack creation, keeping consistency with kusion workspace create.

Why is this needed?

Kusion init can only support initiate a sample new project right now, which is inconvenient when users want to create an empty project directory or add a new stack under a certain project directory.
