Make S4PE Mono Compatible

Most of S4PE/S4PI components are managed and should be easily ported to Mono for Mac/Linux.

Sorry for the sudden bump but... any news on this? I installed Sims 4 recently and I felt kinda bad that the only good modding tool out there just crashes at making/opening packages when using mono.
