How to - add user to whitelist

In the experimental user restrictions help text it mentions having a comment that can be added to add users to the white list. What is this comment? I searched around issues and the docs and couldnt find it anywhere

At least the org restriction seems to work which mostly works for us. Just sometimes its nice to be able to easily add out-of-org people
