Skipping [#xxx PR] because of user restriction

First of all great plugin, very useful. Thank you.

I was play with the user restriction feature and find out

1. if Organization is empty, we will see some stack trace in the log (but OK)
2. The user (login) in the restricted list seems to be an issue - not trigger the build - always seeing this in the log: Skipping [#xxx PR] because of user restriction
