Lutron LZL4BWHL01 Not Exposing Action

What happened?

On a new install of Zigbee2MQTT, I'm not seeing any actions published when buttons are pushed on the Lutron LZL4BWHL01.

Looking at MQTT Explorer, there are no events registered with the buttons are pressed. Nothing happens and you can't add triggers in Home Assistant because the only thing exposed is Linkquality.

In Home Assistant it sees the action entity but its always unknown and never changes state.

What did you expect to happen?

Some version of the action enum per the documentation to be published: brightness_step_down, brightness_step_up, brightness_stop, brightness_move_to_level.

How to reproduce it (minimal and precise)

1. Install Zigbee2MQTT
2. Reset a Lutron LZL4BWHL01 per the pairing instructions
3. Pair the remote per the instructions
4. Press any of the 4 button.
