[Feature request]: Throttle update to the devices screen to 1/sec

Is your feature request related to a problem? Please describe

I have multiple very noisy devices (mm wave sensors) installed. They ping 1/sec and cumulatively they are sending 10+ updates a second. This means the devices screen is updating rapidly which is making it hard to click links due to a race condition as they are constantly being repainted.

Describe the solution you'd like

Either a) don't repaint things that haven't changed or b) throttle updates to the screen to 1/sec either at the server end or in the JS.
