TODO: Port to GTK4 layer shell

I had let down my diligence in monitoring the interwebs for any updates to the gtk layer shell library and have only recently realized the new version supporting GTK4 already exists.

It undoubtedly comes with crucial improvements to the performance, security and usability to the end-user application. Therefore it is necessary to allocate development resources to this important task.
