Windows tests not running

Currently there are about 264 tests that don't run on Windows.

None of the python tests run and none of the C++ tests that have yet to be converted to GTest run.

All of the not run tests fail with the error: 'Test not available without configuration. (Missing "-C "?)'

Has this issue been resolved or is it still active?

The overall issue is still active. We haven't converted any of them to use GTest yet, or have we fixed the underlying issue with the old framework.

I think the threadpool tests are specifically ignored though, so progress.
