Update Documentation/dev/build.md, add Rocky 8 qt5-qtsvg-devel instal…

Description:

For rocky 8, qt5-qtsvg-devel is also required. This PR updates the Documentation/dev/build.md doc to reflect this.

I haven't tested the build on Centos 7, however since qt5-qtsvg-devel was not included in the respective dependencies list I assume it works fine without.
