Update process for Kitura.io

This update process will include the following:

Backend:

• Hosting website on a Kitura server
• Deploying that kitura server onto IBM Cloud
• Using Kubernetes as the deployment option
• Ensure redirects are in place for old docs to new docs
• Add a CD pipeline for the deployment

Frontend:

• Redesign website to ensure getting started and learning paths are smooth
• Redesign to include Community page where users can host their own projects/tutorials
• Redesign to include centralised location for API docs
• Redesign to include an improved privacy policy
• Development of new design
• Use a frontend framework instead of raw JS
• Enable docs to be written in Markdown
• Convert current docs to Markdown so they're easier to edit for everyone
