[FEATURE] Chat Colors (Name, Chat)

Add name color and chat color to rank.json and make it actually changes player's chat color according to the rank

This is already a planned feature, but as soon as UserMessages is not part of CSS, I cannot make this work in the way it would be great. I don't want conflicts and problems with other plugins.

When I last checked on CSS, there wasn't an option for it, but I will check it again today.

It is planned long time ago, but Im waiting if someone creates a chatprocessor that could handle all plugin. If noone create such a handler plugin I do it myself.

Edit: Because if all plugin handles it on its own its just a mess and they collide with each other
