Solid repro with tip-of-tree VVL.

It takes about 35 minutes, but in my testing it does eventually finish. If I remember correctly, that test is pretty pathological in its use of semaphores

Hmmm, without VVL injection, the test finishes in seconds. The same pattern was seen against mulitple drivers.

(The same was also seen with tip-of-tree dEQP)

The issue here is with the loop in semaphore_state.cpp:71, just iterating over those pending operations takes most of the time.
