Launch program from HOME

I am runnin Microsoft Windows [versão 10.0.15063] and keypirinha 2.25 for x86

when i open cmd.exe or nvim-qt,exe (or any program) they get opened and the current working directory is set to theyr respective folder. Which for cmd is "C:\Windows\System32\cmd.exe". It is pretty annoying since it is not the behavior when you click in an icon to open any program say from the taskbar or even with WIN+R. I guess the solution should be calling the program from theyr short name since we know that they are already in the PATH. Drink caipirinha with moderation.
