Well I tried Python 2.7 and 3.6 and it made no difference. No progress is ever printed.
What OS is this? I have no trouble at all with UTF-8 in Linux.

You can upload captions with `curl` and a very simple shell script.
What terminal are you using? I can just click the URL. Pasting the auth code is as easy as any other app.

You don't have to authorise every single upload. The credentials are saved in the .json file.
