Complex planning : starting units can still be sold for credits if they are put in a depot and that depot is then being removed

Starting units (constructor/engineer/surveyor) can not be removed anymore because it gives an unjust advantage. The Depot exploit makes this still possible. Suggested fix: do not allow units to enter buildings during complex planning phase.
