Can't find plugin link under Plugins Menu

I'm using a Mac Powerbook, QGIS 3.32. I installed the dependencies with the code at the bottom of your main github page. I restarted the program a couple of times, but I still don't see the link under the Plugins menu, or any graphic button. What should I do to fix this? Thanks! John
