tensorflow.python.framework.errors_impl.NotFoundError: data/leftImg8bit/train/bochum/bochum_000000_023435_leftImg8bit.png; No such file or directory

I think you need to download the images. Please use the below link to download the images : https://www.cityscapes-dataset.com/downloads/ 3rd link from the top. One needs to sign up to download.
