I've updated to the latest HA release and that forced a restart of HA. No change in behaviour. Of note, it's only impacting those devices not running the HA App....
Stranger still, after a reboot of iC3 I see this in the event log:

Do you need to see logs at all? Event Log doesn't look any different post-restart,
