Bots don't stop working when their energy reaches 0

We have a report that bots will continue to work even after their energy reaches zero.

Still an issue. Easy to replicate by doing tons of me.clearAndMove() around an area with tons of debris, like a new farm. Screenshot 2023-09-08 122443
