Improve builds and CI workflow

Right now only Windows builds are created. Adding Linux builds should be pretty easy, but MacOS might not be possible since I don't have any Mac devices.

The workflow also needs to be updated to work better with releases and pull requests.

Source link might also be worth looking at.
