About wiki page build up

I think we should put some work on the wiki page to list project information and detail without checking the pull/release notes. Here is a short list I think we need put it into wiki:

1. TAP delete notes on windows OS (client)
2. Server optimize (VERY important, like using BBR, changing shadowsocks setting file to have faster transfer)
3. Server notes(like we change the default location to /opt/outline and require root )
4. How to find user info in the server ( like password and port to setup other client( like 3rd party ss)
5. for casual: how to end outline server in windows and researt it And debug errors ( I have report said that the outline bootup with win10, and there are two outlines app open together and caused some errors. Until I told him to kill the process)

I can build up a wiki page in both English and Chinese version ( Chinese ver will update later), but I don't know how should a pull request for the wiki.
