GCP "Create Server" page can take a long time to render

To Reproduce:

1. Connect to GCP with integration and create a first server
2. Return to create server page
3. Click "create server" under GCP

Outcome: I've seen two outcomes

1. Page appears to never load (blank page)
2. Page appears blank for a few seconds, then renders in total.

Expected Outcome: Either -

1. Full page loads immediately (caching)
2. Page loads immediately and intro text is displayed, but list of server locations has a "loading" graphic while they load
