[BUG] Cover Image Size

Describe the bug This is a duplicate of #718 that was closed with no resolution. The cover image is resized based on screen size instead of a static size. This makes it nearly impossible to make an actual meaningful cover image as no one knows what size screen the end user is using.

To Reproduce Steps to reproduce the behavior:

1: Upload Cover Image 2: View form on various screen sizes.

Expected behavior Cover image should not be resized. If wanting to keep the form dynamic, then add in a color fill that matches either dark or light theme, otherwise the cover image should be the same independent of screen size.
