[Real-robots] Add ROS driver for raspberry/jetson

To connect a real robot (based on a raspberrypi or jetson) it is necessary to create a ROS driver to connect the hardware of the robot to the brain with the logic of the behaviour so that a HAL-API is generated to connect the logic of the brain and the hardware of the robot.
