Replace the mp_config page with just config

To be somewhat independent from MP Config, we should rename the page mp_config.md to just config_md. And Label the chapter "10 .Configuration". The 12 Factor page is also called "config", not "MP Config" or "Spring Config" because that's an internal detail and not the concept of configuration.
