Hector command line options

It would be good to provide some command line options for Hector, for example to:

  • set log output level (old issue #25 )
  • override output dir or filename
  • run 'quiet'

etc.

Note also issue #69, now closed, from @kvcalvin re configuring what is written to standard output. This would presumably be done via command line.

If we have the time, it would be nice to put together something like GCAM's log configuration file (though maybe not with XML as the format). That would allow us to select for each log the logging level and the log level that gets written to the console.

I'd prefer to leave open—this still strikes me as a really useful thing potentially.
