Bonding admin UI small issues

• [x] Default values don't count to the "is required" check (you need to delete the default value and rewrite it)
• [ ] You aren't allowed to submit to set a deadline if the enforce penalty is uncompleted
• [x] Sometimes the bonding list shows 0 ITHEUM penalized even if there actually is some ITHEUM penalized
• [x] Calls to the MvX API are not efficientized
